Neil Alper joined Tolman & Wiker Insurance Services, LLC in 2015, continuing his career as a seasoned Property & Casualty Risk Advisor for clients throughout Southern California and the West. Neil’s deep insurance expertise was built on his experience working in claims and underwriting units with insurance companies, as well as his experience serving as a risk advisor to clients during his time with both private and publicly-held insurance brokerages. Neil’s expertise includes large property owners, manufacturing, hospitality, and construction and land development, among others.

Greg Anderson specializes in larger all lines commercial, manufacturing and technology accounts. He holds undergraduate and graduate degrees in Education and has pursued doctoral-level studies in Human Organizational Development. Greg is the past president of the American Heart Association Oxnard Chapter and is a board Sr. VP of ACT Today! His prior associations include: Principal of Nesen, Anderson and Company Insurance Services; Los Angeles Sales Manager and Regional Training Coordinator for Employers Insurance of Wausau; Casualty Underwriter and Senior Claims Representative for Aetna Life & Casualty, Buffalo, New York; and Senior Claims Representative for Continental Insurance Company, Buffalo, New York. Greg joined Tolman & Wiker Insurance Services in 1992.
Jake has over 10 years of experience in the insurance industry. He began his career as an Independent Aflac Benefits Consultant in 2009. Since then he spent time as an Aflac District Benefits Consultant Coordinator and most recently, as an Aflac Regional Sales Coordinator. He earned his Associate of the Arts degree in Social Sciences at College of the Canyons in Santa Clarita and Bachelor of Arts in Communications at Cal State Northridge.
Robin Carpenter specializes in Employee Benefits. She holds a BS in Business Administration and French (graduated Magna Cum Laude) from California State University, Bakersfield, CA. Robin is a Board Sr. VP of the Institute for Applied Meditation, Inc.; former Board Sr. VP of the Zonta Club of Bakersfield; Sr. VP of the National Association of Health Underwriters, National Association of Insurance & Financial Advisors, Association of Health Insurance Agents; and agent advisory council Sr. VP for several insurance companies and IPAs. Her prior associations include President of Clifton Carpenter Insurance Agency, Inc. in Bakersfield and International Marketing Manager for BankAmerica Corp. in San Francisco. Robin joined Tolman & Wiker Insurance Services in 2006.
Shawn Carson specializes in workers’ compensation, multimedia liability, international exposures, errors and omissions, medical & biotechnology, information technology, electronics manufacturers and industrial machinery. He holds a degree in Business Administration with an emphasis in Marketing from California State University, Chico. Shawn’s prior associations include St Paul Fire and Marine Insurance Company, Technology Group; recognitions include being nominated twice for the St. Paul’s Chairman’s Award. Shawn distinguished himself even further as an industry leader in 2010 by winning the prestigious “Top 40 Executives Under 40 Award,” presented by Pacific Coast Business Times. He joined Tolman & Wiker Insurance Services in 2000.
Steve Carter is Chairman of the Board and Sr. VP of Tolman & Wiker Insurance Services, LLC. He specializes in large commercial including agriculture, construction, casualty & workers’ compensation. Steve holds a degree in Finance from the University of Southern California. He is VP of the Foundation for Retarded Citizens of Ventura County. Steve’s prior associations include: VP at Frank B. Hall & Co. of Oxnard (Previously Balden, Carter & Viles) and Underwriter at Aetna/Cravens Insurance Co. Overall Steven has over 25 years of experience, allowing him to effectively help his clients identify solutions for both Traditional and Emerging Risks in today’s fast paced world. He joined Tolman & Wiker Insurance Services in 1988.
Ray Clem specializes in property & casualty. He holds a degree in Business Administration from Wichita State University, Wichita, KS and a Master’s degree in Psychology from Antioch University. His prior associations include extensive sales and management experience in medical, golf, and import/ export businesses. Ray joined Tolman & Wiker Insurance Services in 2004.
Ron Cossa specializes in the construction industry and workers’ compensation. He holds a BS in Commerce & Marketing from Santa Clara University in Santa Clara, CA. Ron’s designations include Certified Insurance Counselor (CIC) and Associate in Claims (AIC). He is a Board Sr. VP of the Santa Maria Valley Contractors Association, the First Tee Central Coast, and the Marian Medical Foundation, as well as the associates committee of the Association of General Contractors. His prior associations include Senior Property Claims Adjuster with Allied Insurance. Ron joined InWest Insurance Services in 1998, which later merged with Tolman & Wiker Insurance Services.
Tony Cossa specializes in the construction and agriculture industries. He holds a degree in Business from the University of Southern California, Los Angeles, CA. His designations include Chartered Property and Casualty Underwriter (CPCU). Tony is the Past Chairman of the IBA West ACORD committee; former board Sr. VP of the National ACORD committee; and past president of the Southern California Golf Association. Tony’s recognitions include the Santa Maria Elks Lodge “Citizen of the Year” in 1989 and the Chamber of Commerce “Citizen of the Year” in 1991. His prior associations include Owner of Tony Cossa Insurance Agency; founding Sr. VP of Pollard & Cossa Insurance Brokers in 1966; founded InWest Insurance Services in 1997, which later merged with Tolman & Wiker Insurance Services.
Jeff Dann specializes in commercial property & casualty and workers’ compensation. He holds the designation of Certified Insurance Counselor (CIC). Jeff received a degree in Liberal Studies from California State University, Chico. He joined Tolman and Wiker Insurance Services in 1990.
Jeff Dodds specializes in medium to large commercial accounts. His associations include past president and board Sr. VP of Ventura County Insurance Agents and Brokers Association, and Board Sr. VP for Work Training Programs, Inc. Jeff attended Cal Poly State University, San Luis Obispo, Business School. His prior associations include Personal Lines Manager, Commercial Account Production at Frank B. Hall & Co. Jeff joined Tolman & Wiker Insurance Services in 1991.

Michael is an expert at evaluating and recommending best-in-class strategies and group benefit plan offerings, including wellness and employee engagement programs, and alternative funding options, which provide his clients with significant cost reductions while elevating team member satisfaction with their benefits programs.
Bryce Eddy joined Tolman & Wiker Insurance Services, LLC in 2013. A pioneer in creating the new paradigm for employee healthcare, Bryce designs and manages wellness and insurance programs for some of the leading brand name companies in the United States. He is recognized in the Top 100 brokers and consultants in the country, as measured by insurance carriers, and is a highly regarded thought leader and speaker on workplace wellness programs and employee benefits.
John Feliciano serves on the Board of Managers and Field Sales Management in Tolman & Wiker’s Santa Maria office. He specializes in agriculture, construction, workers’ compensation, property and casualty. John holds a BS in Business Administration from California Polytechnic State University, San Luis Obispo, CA. He is a Sr. VP of AgSafe and the Building Corporation Board of Directors of the Santa Ynez Valley Union High School District. John’s prior associations include VP of Security Pacific National Bank. He joined InWest Insurance Services in 1981, which later merged with Tolman & Wiker Insurance Services.
Robert Hilgerman specializes in employee benefits, HSA’s, HRA’s and other alternative funding arrangements. He holds a BA in Business Administration from California Lutheran University in Thousand Oaks, CA. His designations include Chartered Life Underwriter (CLU) and Registered Health Underwriter (RHU). Robert is a Sr. VP of the National Association of Health Underwriters and the Society of Financial Service Professionals. His prior associations include Direct Producer for Blue Cross of California and Owner of Hilgerman Insurance Services Agency. Robert joined Tolman & Wiker Insurance Services in 2000.
Owen specializes in the area of Construction and Real Estate, with vast knowledge in management liability, property protection, cyber risk, and professional liability. He joined Tolman & Wiker Insurance Services in 2020.
Kip Keller specializes in construction and manufacturing. He is a Board Sr. VP of the Tri-Counties Associated General Contractors of California and the Construction Financial Management Association. His prior associations include Underwriter, Branch Manager, Marketing Director, and Claims Manager at Lou Jones & Associates. To further demonstrate Kip’s knowledge of insurance he has developed his own proprietary Certificate & Risk Management Training programs, and regularly conducts training courses for clients and their employees. Kip attended the University of Iowa. He joined Tolman & Wiker Insurance Services in 2002.
Shaun Kelly specializes in all lines of property and casualty insurance for industries including contract security firms, agriculture, construction, oil & gas. He holds a BS in Business Administration – Finance from California State University, Fresno. Shaun’s associations include (CALSAGA), the Kern County Builders Exchange, and the Independent Insurance Agents of Kern County. Shaun joined Tolman & Wiker Insurance Services in 2005, and has been a Property and casualty agent since 1993.
Joan Kirchhof specializes in agriculture, workers’ compensation and property & casualty. She holds the designation of Agribusiness and Farm Insurance Specialist (AFIS). Joan is a Sr. VP of One Beacon Insurance’s Advisory Council; Sr. VP of Wausau Insurance Advisor Council; Served on the IBA West Young Agents Insurance Council; and is Past President of the California Women for Agriculture Central Coast Chapter. In addition, Joan is a licensed Property & Casualty and Life and Health Agent. Her prior associations include Personal Lines Service Representative, Commercial Insurance Service Representative, and Commercial Lines Sales Producer for Pollard & Cossa and InWest Insurance Services since 1980, which later merged with Tolman & Wiker Insurance Services.
Mark Lyon specializes in commercial property, casualty and workers’ compensation. He holds the designations of Certified Insurance Counselor (CIC) and Construction Risk Insurance Specialist (CRIS). Mark’s prior associations include the role of Western Regional Manager for Sato Corporation. After joining Tolman & Wiker in 2006, Mark discovered his enjoyment in helping clients by making innovative risk management programs tailored to their unique needs.
Iraj Rezai specializes in workers’ compensation and property & casualty accounts with emphasis in hotel, motel and restaurant insurance. Iraj attended Anglo-World College, Monterey Peninsula College, Monterey, CA. His prior associations include Property Manager of Verga Enterprises. Iraj joined InWest Insurance Services in 1995, which later merged with Tolman & Wiker Insurance Services.

Gregory Stephens joined Tolman & Wiker Insurance Services, LLC in 2015 as Vice President, Risk Advisor after having spent over a decade in the sales, service, and operations of independent insurance brokerages in both California and Colorado. Gregory is a professionally designated Commercial Lines Coverage Specialist, and focuses on property and casualty, workers’ compensation, professional liability, employment practices, and risk management consulting to the manufacturing industry, energy industry, school districts, municipalities and construction firms. Gregory has also provided risk consulting for the entertainment industry, including business managers, legal counsel, artists and high-net worth individuals.
